In New Jersey, the installation and servicing of electronic security systems (including video surveillance and electronic access control) is regulated by the New Jersey Division of Consumer Affairs under the Fire Alarm, Burglar Alarm, and Locksmith Advisory Committee.

Under N.J.A.C. 13:31A, businesses providing “electronic security system” services—including systems that transmit audio/video signals and electronic access—must hold the appropriate state license. There is no blanket “IT exemption.”

Why the license matters (and why many MSPs don’t have it)

New Jersey licensing isn’t a formality. Requirements can include:

  • Verified experience in the trade
  • Training/education (often including required course hours)
  • Background checks and fingerprinting
  • Insurance that meets state requirements for security work
  • Bonding requirements designed to protect consumers

If an MSP is mounting cameras, installing access control hardware, or wiring door hardware without the proper credential, they may be performing regulated work without a license.
